The Phoenix man who tried to ditch his BMW by turning it in on the "cash for clunkers" program has now been indicted for manslaughter, reports abc15.com. The 23-year-old man, Timothy Kissida, remains in jail on a $250,000 bond. He is accused of causing the accident that killed Charles Waldrop, a 52-year-old cyclist who was riding home from work. Apparently Kissida hit the man and then left the scene. A tip to police from an unknown source led them to Kissida. He had told the car dealership that he had damaged his car when he hit an animal, a javelina, while driving.
